Edward Colson is the owner of Ready Northwest, an emergency management consulting firm that works with small businesses to develop, maintain, and test their emergency preparedness plans.
He also works with the community, presenting emergency preparedness workshops to community groups and non-profit agencies to build a culture of preparedness within their neighbors and community.
He’s worked in healthcare emergency management and communications for the past 10 years in the Portland area. Prior to working in emergency management, he’s worked in the aviation field as a commercial helicopter pilot and a flight instructor.

Lieutenant William Fogarty began his law enforcement career over 20 years ago while working for Millbrae Police Department. He has worked for several different law enforcement agencies including; University of San Francisco Public Safety Department, San Bruno Police Department, and currently the San Mateo County Sheriff’s Office. His prior law enforcement assignments have included: Acting Captain for Homeland Security, Director of Office of Emergency Services, Transportation, Patrol, Field Training Officer, Corrections (county jail), Detective Bureau, Training Manager, and the Gang Intelligence Unit.
He earned a Masters of Public Administration from the University of San Francisco in 1999, and a Bachelor’s Degree in Politics from University of San Francisco in 1992. In June 2011, he graduated form the California POST Master Instructor Development Program. He provides a wide range of experience from Law Enforcement, Emergency Management, Instructor at the Basic Police Academy (since 2002), and as an instructor for law enforcement Police Academy instructors (AICC).
Lieutenant Fogarty has a wealth of experience; creating training plans, developing policy and procedure on Violent Intruders and Mobile Field Force, team management, succession planning, social media classes for Public Safety, team building workshops, developing risk/gap analysis for San Mateo County, and managing grant applications. He has written several articles, developed several California POST classes, and appeared in POST training videos.
